3.0.2 spec question

So I've been trying to figure out a spec I'd be using today after the patch. Basically my only point of contention (that I can see) is just how the change to anticipation affects how much avoidance you need from gear at 70.

In other words... which of the following two prot specs would be better at level 70...

Main discussion about this seems to be going on over in the Talent Specs forum at http://maintankadin.failsafedesign.com/viewtopic.php?t=14583 .
