Where is the repair person in sunwell? What stage does he get unlocked in? I have not been able to find him yet...

I think they only had him in there for PTR testing. Bring yer repair bots

will he be unlocked at any point?

Pretty sure once you get the armory you'll unlock the repair guy. For the time being, you're going to have to fly back to IF to repair.
