With a sample size of 100 HotR attacks I wouldn't put much stock in it being 14%. RNG plays too much of a factor. I might repeat a few more times if I'm feeling bored enough, we'll see.
Note - I got a 6.5% dodge rate on 540 auto attacks, when the expected value with dodge reduction of 1.4% would be somewhere around 5%, so even with a sample of 500 swings the RNG isn't compensated for enough yet.
