Question on blocking gear Ilevel

I've been curious as to why some of the non set gear that has blocking stats tends to be inferior to equal Ilevel gear without those stats in the same slot. Yet for some other slots, items with blocking stats seem to match other items of the same Ilevel quite well.

There are a handful of slots where I see this happening, and to varying degrees. I've linked gear for the waist and feet slots and what the differences are along with the wowhead side by side comparison for convenience. Can someone explain to me, how these items could possibly have the same Ilevel?

BV/BR gear seems to work out to be more costly as a whole. My only guess is that they assume in itemization that you'll cap BR, and if a warrior takes it it means much higher critical blocks/shield block gains.

For the most part I'm collecting BV gear for a trash/threat set, and for soloing old world content, which I can do anyway but I want to test whether it works better.

Well blizzard plays fast and loose with itemization in general. There is also talk of a tax on items that don't diversify stats, that is the more of one stat you stack on an item, the more expensive it becomes to add more.

I wondered this myself. The BV/BR stuff seems VERY heavily weighted towards it. At lower iLevels, however, it seems as though it's not so heavy - at iLevel 200, the Pauldrons of the Colossus from heroic Gundrak seem very similarly weighted with other similar pieces and are arguably the best pre-raid shoulders (even compared to the boe epic wapach's spaulders of solidarity).

Edit: The gloves comparison seems odd as well. The BV/BR stuff tends to have equal stam and str, as Fleshless Girdle, Shadow of Ghoul, Wall of Terror. But Greaves of Turbulence, Gauntlets of the Disobedient, Burdened Shoulderplates all have BR with roughly equal stamina for their item level.

That out of the way, BV is a great stat in the way it has no DR and only gets better the more you have of it. Blizzard could just be trying to be conservative with the amount of block they're willing to give people.

Looking at your examples does make me realize that the block pieces do seem a bit week. I didn't notice because I have been weighting BV so highly lately.

It seems really strange that they'd be so underbudget. Blizz tends to fix those kind of things relatively early on.

Did you ever really look at the difference between the old TSH and the other ilvl 200 helms? They rarely fix it quickly honestly. The reason why block items seem particularly affected it they have far fewer stats to sink points into. Another item that is affected clearly by the tax is the titansteel shield. It's clearly cut short on points compared to similar lvl shields.

There are far more unaffected items that have normal stamina. Perhaps this is something we should try to do some deeper math on and make some posts in the Bug Report or another official forum?

Anyone considered they might have changed the item value of BV on items over ilevel 187 to prevent warriors from overscaling?

It would not be the first example (see: stamina, holy spell power) where they changed values or assigned them randomly

But why change only those four? What's the common link between those four pieces of gear that means they get hit with the "rebalancing" and the others don't? If you're going to nerf stam on BV gear to prevent scaling issues, wouldn't you do it on all the BV gear?

Plus the Fleshless Girdle doesn't even have any bonus BV on it, just BR. Same with Wall of Terror (though it does have innate BV obviously because it's a shield).
