Tier gear should be MT focused??

I can see why they would rather have tier sets enhance our blocking nature since shared raid drops are also meant for DKs aswell. We can still use instance generic drops that are actually of the same iLevel which is fine. However, in so doing, the paladin would almost always be forced to not wear his/her tier gear when MTing, and thus lose our access to set bonuses. Now granted set bonuses can often be small in effect, but paladins would be the only class of tank to not wear their tier pieces (at least wrt the current t7) in quantities to achieve a 4-piece set bonus.

AOEtanking does not need a special tier set, and never did.
Maintanking does.

Making a set only for AOE thus means the set is essentially worthless, because if the set was itemized for Maintanking, it'd serve perfectly for aoetanking as well. If it is for aoetanking, it'll only be good for a trashpull or two and a boss or two.

I never quite understood this attitude, and now, more than ever, it baffles me.

With the heights block value is reaching, the mitigation you get from blocks is far from trivial. Granted, we can probably borderline reach the block cap, and all block rating is, by definition, wasted after that. But block rating isn't altogether useless for boss tanking, especially when you're blocking for several k damage. The days of blocking as crush avoidance alone are gone!

I still don't see a terribly large issue there is so much tank gear available you can take your pick.

Depends

Tier 4: Off Tank / Main Tank. A little bit of everything
Tier 5: Off Tank (Huge amount of BV)
Tier 6: MT

Of the 5 Pieces, 2 are all avoidance, 3 are block/avoidance

If the make Set Bonus 2: Migration/Avoidance and Set Boni 4: TPS everything is fine.

Yes, I would trade some BV for more Dodge. But Tier 7 is not the end, it is the beginning. And if you compare it with Tier 4, very close. You see BV, Dodge, Parry and some expertise + hit. A little bit of everything.

Quite good at the beginning. Min/Max Tier 8/9.

I don't think gear will be the limiting factor the homogenization means that plate tanks will be wearing similar gear regardless, fix our lower health, give us a smidgeon more tools, and bring consistency to our mechanics.

Gear at least from what I see is pretty decent our tier set may not be the best but with the plethora of tank gear available I am not too concerned.

Add better looking to the "plethora of tank gear available"
