PTR bug, need confirmation

so i was running around on the PTR a little while ago, and noticed even though i was specced into the thunderjudge talent it would not proc using any judgements (granted this is AFTER i found out my judgement spell was replaced with seal of light and thats why i was seeing that debuff the whole time)

anyone else see the same happening or am i crazy

Define "would not proc".
Thunderjudge doesn't add any additional debuff.

You will not see anything special that denotes Thunderjudge is working. People have said testing proves it's working, then people on the WoW Beta Forums say it's not...but yeah. No special debuff.
