Bonus Armor on Cloak?

I thought they did away with bonus armor on items, but now they gone ahead and give us:

While not really an option for people with decent ToT gear, it really seems like something I want to hang on to with my alt.

Got the cloak on my main anyhow. Opened the satchel and got a 353 ilvl staff...

The Ahune stuff is just item level bumped versions of the original pieces, that's why the staff doesn't have int. It was removed and never put back when Spell Power was removed from gear, int removed from existing weapons and spell power on weapons increased.
