The way i see it, if you count the avoidence aswell, avoidence tanking wouldnt look so bad in comparison.
The equasion would be something like this:
Effective health + (average dmg taken * avoidence) = The true effective health.
Avoidence being Miss, Dodge, Parry. Not Block.
This way it's effectiveness scales with the mob.
Although i see where you're getting at, mitigation tanks might take more hits, but it's more reliable, bigger buffer etc.
It all comes down to personal choice, are you a Defense/Avoidance/Agility/Armor tank or
a Stamina/Armor/Strength/Block Value tank.
I' prefer a balance between the two, but it still doesnt mean i'll take 300 armor over a dodge and a half
I guess i'll just put a disclaimer at the beginning of the guide.
