Does the 3% DR from BoSanc and shield of the templar stack?

Yes it stacks. It would be silly of it not to, and also it was added as a result from concerns that Paladins would be behind on DR when buffing Sanctuary on another tank.

Why wouldn't they? One's an inherant bonus from a talent, one's a castable buff.

It's like asking if the stamina bonus from Sacred Duty and Combat Expertise stacks with PW:F.
