Last online

You know when you click on someone in you guild pane it shows when that person was last online?

Is there any way to do that for people outside the guild? In your friends list for instance.

Problem is there was some asshat who created a level 1 (obviously unguilded) to block me from taking my own name when I transfered.
GM's can only delete the character if it's been inactive for several months, so I'd like to see how long he's been offline.
